Shri Naresh Salecha, IRAS, Member (Technical)
Former Member (Finance)/ Railway Board, Ministry of Railways and Ex-officio Secretary to Government of India
Shri Naresh Salecha, joined as Member (Technical) of National Company Law Appellate Tribunal on 17th May, 2022. He belongs to 1984-batch of IRAS. Prior to his current posting, he was Member Finance, Railway Board and exofficio Secretary to Government of India in the Ministry of Railways. He graduated with Honours in Commerce, and also holds a Degree in Law and Post Graduate Degree in Management i.e. MBA.
Shri Salecha has more than 37 years of experience in public policy formulation and execution especially in the areas of public finance, corporate finance, international treaties, project financing and management, multi-modal transportation and infrastructure development.
He enjoys extensive experience in finance and accounts especially in Indian Railways where he held multiple assignments during his service. As Mission Director and Advisor, Sh Salecha introduced accrual accounting for Indian Railways, a first for Central Government. He is credited with giving impetus to the prestigious Dedicated Freight Corridor projects as Director (Finance) and CFO in Dedicated Freight Corridor Corporation of India Ltd. (DFCCIL) for more than 3 years in addition to his regular assignment. As Divisional Railway Manager, Ajmer, he initiated utilization of CSR funds and MPLADs etc for developmental activities. He has also worked in several Ministries including Ministry of Shipping as Senior Deputy Director General (Shipping) and later as Joint Secretary and Financial Adviser in the Ministry of Urban Development, Ministry of Housing, Ministry of Development of North Eastern Region. As JS&FA of Ministry of Urban Development, he was instrumental in developing policy framework for Public Private Partnership projects. He has been part of various international, bi-lateral and multi-lateral negotiations including World Trade Organization (WTO), Geneva and International Maritime Organization (IMO), London as part of Indian delegation.
He has guided many PSUs as Government Director including Delhi Metro Rail Corporation, NBCC, HUDCO, IRCTC, RailTel and Kolkata Metro Corporation, etc.
An avid reader, he has also travelled extensively in India and abroad. He has attended several specialized Training Programmes including at IIM/A, IIM/B, ISB / Hyderabad, Rotman Business School of Management, University of Toronto (Canada), SDA Bocconi School of Management, Milan (Italy) & CMU (Carnegie Mellon University), Pittsburg USA.
