Mr. Arun Baroka had a distinguished civil service a career spanning over three decades in the prestigious Indian Administrative Service (IAS) and retired on 31st August 2023 as Secretary to Government of India, Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers, Government of India. Throughout his illustrious journey, he has occupied pivotal positions at various levels of government, making significant contributions to policy formulation and effective program implementation. He completed his Bachelor of Technology in Electrical Engineering from the esteemed Indian Institute of Technology (IIT), New Delhi, in 1985. Subsequently, he pursued a Post Graduate Diploma in Management (PGDM) equivalent to MBA from the renowned Indian Institute of Management (IIM), Calcutta (Kolkata), in 1987. Joined Indian Administrative Service (IAS) in the year 1990. Over the course of his extensive career, Mr. Arun Baroka has demonstrated exceptional leadership and administrative skills, leaving an indelible mark in various government positions. He has been an integral part of key government departments at different levels, bringing his expertise to bear on diverse projects and initiatives.
Policy Formulation and Program Implementation:

With his comprehensive grasp of both macro and micro aspects of administration, he has played a pivotal role in the effective formulation and implementation of various developmental schemes ESPECIALLY THE FLAGSHIP Swachh Bharat Mission Grameen of Government of India which saw development programme taking shape of a Jan andolan and over eleven crore households realising access to sanitation services.

His tenure as Principal Secretary, PWD & Power in Andaman & Nicobar Islands Administration, and as Secretary, PWD in the Government of NCT of Delhi, showcases his prowess in infrastructure development. Under his leadership, several crucial road and power projects were successfully undertaken, enriching the lives of citizens and driving progress in the regions.
Advocacy for Health and Social Welfare:
As Director in the Ministry of Health and Family Welfare, Government of India, Mr. Baroka played a vital role in formulating strategies and policies for national health programs. Additionally, he contributed to vigilance activities, ensuring the implementation of post-investigative measures. Moreover, his work with the Delhi State AIDS Control Society exemplifies his dedication to addressing critical healthcare issues and initiating targeted interventions to combat AIDS.
E-Governance Pioneer:
Mr. Baroka has been at the forefront of e-governance initiatives, promoting efficient and transparent governance practices. His work as Senior Deputy Director General (Sr DDG/A) and CVO in the Indian Council of Medical Research (ICMR) demonstrated his commitment to modernizing administrative processes through the adoption of digital platforms.
Industry Development
Was also involved in the development of infrastructure and financing industrial projects in the Puducherry in the very beginning of his career as Managing Director (MD) of Pondicherry Industrial Promotion and Development Finance Corporation (PIPDIC)
Big contribution in Chemical and Petrochemical Sector:
And his last assignment with Govt of India was Secretary to Government of India, Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers, Government of India. In a short span, he left an indelible mark. Understood the problems of this crucial manufacturing sector and made all out efforts in resolving issues and contributed meaningfully for its promotion and development.
